Nelamangala: Set amidst rolling plains on the one side and Bangalore city on the other, the taluk of Nelamangala is one of several in the parliamentary constituency of Chikkaballapura on Bangalore’s outskirts.

The constituency will see a battle between Bache Gowda, for whom the Bharatiya Janata Party’s Narendra Modi campaigned on Sunday, H. D. Kumaraswamy of the Janata Dal Secular, and M. Veerappa Moily of the Congress.

What makes this constituency interesting is that Kumaraswamy and Moily have both been chief ministers of Karnataka in the past. But for many people of Nelamangala, the problem of water scarcity is of immediate importance. Whereas people at a BJP rally where Modi was going to speak said they were voting for Gowda so that Modi could become the country’s prime minister, those at Nelamangala talked about Moily’s attempt at solving the region’s perennial water crisis.

The biggest problem in the Nelamangala taluk is water.

Water is the big issue in his neighbourhood, said a person at Moily’s rally, where there is no public water tank and borewells have to be sunk as low as between 500-1,000ft before they hit any water.

If Moily wins this time, he says he is going to solve our problems, says Nandakumar, who is a member of the Dalit Sangharsh Samiti and works for the Congress. The problems include the region’s perennial water shortages, he said.

A 63-year-old watchman at a building in Nelamangala said he had voted for the Congress always because, “when we starved, they got us maize."
